The most recent ForwardHealth Updates are listed below; however, providers should refer to the Prenatal Care Coordination (PNCC) service area of the ForwardHealth Online Handbook for complete PNCC policy.

Update and Release Date Description of Policy Change
2026-17, “BadgerCare Plus Postpartum Coverage Period Extended to 12 Months” This Update informed providers about extended postpartum coverage for qualifying BadgerCare Plus members who receive PNCC services.
2026-14, “New Requirements and Policy Clarifications for Prenatal Care Coordination” This Update informed providers about changes to PNCC enrollment and documentation requirements.
2026-08, “For Prenatal Care Coordination Providers: Milwaukee County Transition and Statewide Changes to Memoranda of Understanding Requirement” This Update informed providers that PNCC services will be reimbursed by HMOs and managed care organizations for members in Milwaukee County, and memoranda of understanding are no longer required statewide.

Prenatal Care Coordination Care Plan, F-03183 (06/2023) Use this form to document a member’s plan of care (addressing needs, necessary services, necessary referrals, and frequency of monitoring). Recommended

Professional Development Modules

For PNCC Providers

The Division of Medicaid Services has collaborated with the Wisconsin Child Welfare Professional Development System to create a series of four web-based professional development modules for PNCC providers. These modules include information about important topics for PNCC providers, including care coordination, behavioral health, and client-centered interviewing.

While these modules serve as helpful guidance, they are not intended to replace PNCC policy. All policy in the Online Handbook must still be followed.

For Care Coordinators and Providers on Maternal Health

The Division of Public Health has created a series of professional development modules to help educate care coordinators and providers on maternal health. These modules are not specific to PNCC providers but could be useful tools to strengthen knowledge about best practices for care coordination. The modules also address prenatal and perinatal health.

While these materials serve as helpful guidance, they are not intended to replace PNCC policy. All policy in the Online Handbook must still be followed.

Additional Resources

Medicaid Benefits Relevant to PNCC

  • Mental Health and Substance Abuse Screening for Pregnant Women–Screening services help refer pregnant individuals to mental health or substance abuse services.
  • Family Planning Benefit–ForwardHealth covers certain services by certain providers for family-planning-related activities.
  • Over-the-Counter Oral Contraception–ForwardHealth covers over-the-counter oral contraception under state standing orders issued in 2024.
  • Non-Emergency Medical Transportation (NEMT)–ForwardHealth covers transportation to covered appointments for certain qualified members.
  • Interpretive Services—ForwardHealth covers interpretive services for deaf or hard of hearing members or members with Limited English Proficiency when the interpretive service and the medical service are provided to the member on the same date of service and during the same time as the medical service.
  • Housing Support Services—ForwardHealth covers supportive housing services for eligible members who are experiencing or at risk of homelessness to find and keep stable housing.
